Hagerstown Treatment Center is operated by Colonial Management Group (LP), an organization founded in 1986 that operates 64 outpatient substance abuse clinics throughout the United States. The Hagerstown center is located in a suburban neighborhood seven miles west of central Hagerstown, Maryland.

Each client is assigned a personal counselor, and clients must also undergo random urinalysis testing. Programming includes individual and group counseling. Referrals are made for medical and dental care, educational or vocational training, employment assistance, pastoral or religious counseling, support groups, and mental health counseling when appropriate.

According to the center’s website, Colonial Management Center employs doctors, nurses, social workers, and counselors. However, it is unclear which staff members are specifically at the Hagerstown Treatment Center. Both individuals surveyed by Best-rehabs.com gave the center three out of five stars for the staff’s level of training and experience.

Some individuals described the center as a “joke,” noting difficulties in receiving proper treatment due to overcrowding, rude staff, insufficient counseling, and an uncaring atmosphere. On the other hand, some alumni praised the counselors and found the program highly effective.
