Phoenix House operates treatment programs in various states with a focus on providing substance abuse treatment. The program at Citra Center in Florida offers residential treatment for adults struggling with substance abuse and co-occurring illnesses. Towards the end of treatment, clients can participate in vocational training. Phoenix House also offers job placement services to assist clients in establishing themselves after completing the residential program.

Staff members and programs at Phoenix House are accredited by CARF and licensed in their respective fields. The staff includes a range of medical and psychological specialists, therapy leaders, and support staff members who are specially trained in working with substance abuse.
