ABOUT EMPOWER CTC- ROCHESTER, MN
EmPower Comprehensive Treatment Center (CTC), located in Rochester, Minn., offers outpatient treatment to adults struggling with substance abuse and mental illness along with help for victims and perpetrators of domestic violence. The facility believes that all individuals seeking care are capable of making lasting improvements in their lives if they are ready to change.
TREATMENT & ASSESSMENT
The facility’s treatment program emphasizes education, motivational interviewing, encouragement, therapeutic intervention, and skill building. Empower’s website describes their services as psycho-educational in nature and they work to make each client’s treatment plan individualized to their unique needs.
The facility offers Chemical Health Assessments on a walk in basis three times per week. The primary chemical dependency outpatient treatment includes a total of 90 hours of services spread out over ten weeks. Clients attend 29 group counseling sessions and three individual sessions on a schedule of three days or three evenings per week.
The Step Beyond program is designed for adult clients over the age of 18 who have participated in one or more treatment programs in their lives. The facility’s website describes the typical attendee as a person who has given up on treatment but are willing to participate in this abstinence-based program. The program meets once per week for a two hour group counseling session (40 hours total) along with an individual session at the time of admission and discharge. The focus of the group is on the cognitive process to support sobriety.
The Intensive Step Beyond program includes a total of 80 hours of group counseling plus ten individual sessions over the course of 20 weeks. Relapse prevention groups meet twice per week over the course of 18 weeks. This is a 90 hour program that incorporates 36 mixed-gender sessions and 18 individual sessions.
The domestic violence program aims to help men of all ages come to understand the impact of domestic violence on their personal lives and the loves of their loved ones. Each participant receives an individual evaluation and the program includes 24 weeks of group or individual counseling sessions depending on their needs.
Empower’s Community of Recovery and Family Transitions Project (C.R.A.F.T.) is designed for adult females with a history of substance abuse who are pregnant or parenting at least one child under the age of two. Group and individual services, including home visits, are offered along with education on health pregnancies, child development, and parenting skills.
Finally, the facility offers anger management programming, DUI education/program, individual assessments by appointment for mental health, and individual mental health counseling.
STAFF CREDENTIALS
The treatment team includes psychologists, social workers, registered nurses, licensed chemical dependency counselors, addictions counselors, and licensed professional clinical counselors.
WHAT ALUMNI SAY
At the time of this writing there has been one alum polled by Best-rehabs.com. The anonymous gave the facility a very positive review including five out of five stars for treatment effectiveness, accommodations & amenities, and meals & nutrition. The respondent strongly agreed that the facility was clean and well maintained; that there were many counseling options to choose from depending on the client’s preference; and that the facility staff were experienced and well-trained. The alum felt that a strength of the facility was their availability and the one-on-one care received. The individual did not identify any weaknesses of the facility and added additional comments writing, “Shows how to use choices to empower your lifestyle so alcohol or drugs are not needed.” Overall, the alum strongly agreed that s/he would recommend this facility to a friend or loved one who was considering rehab.
On the facility’s Facebook page, which it can manage, there is an overall rating of 4.6 out of five stars based on 11 total reviews[1]. The reviews were overwhelmingly positive with all but one respondent giving five stars. One alum, T.T. who gave five stars, felt that the program offered at the facility changed her life. She wrote, “The impact you have all had on my life is just that….Life changing. Each and every person who walks through those doors is treated with dignity and respect and given HOPE. Thank you.” A.S., another alum, supported that viewpoint. She gave five stars and wrote, “Empower is amazing. All the staff are very caring and passionate. They have helped me in so many ways. They offer so many services all in one place. The great thing is that their programs work.”

The cost of treatment at the facility is not published. Empower accepts insurance but does not list which individual plans are accepted. Clients are encouraged to contact the facility directly for additional information regarding insurance coverage and prior-authorization from insurance.
