ABOUT STAR COUNCIL
STAR Council is a private nonprofit that operates five outpatient facilities in Texas, in Stephenville, Granbury, Decatur, and Mineral Wells, plus this facility in Cleburne, 50 miles southwest of Dallas.
Since it was founded in 1981, the STAR Council has offered outpatient addiction treatment services for individuals aged 18+ as well as prevention and education services in schools and communities. The center’s outpatient programs can be completed as either entry-level care or a step down from detoxification or inpatient treatment.
TREATMENT & ASSESSMENT
STAR Council’s outpatient programs consist of fewer than nine hours of programming per week, during which time each client follows a personalized treatment plan. The goal of the program is not simply to end the addictive behavior, but rather to address each client’s health on the physical, social, family, and emotional levels. The length of treatment varies according to the individual client’s needs, but typically a client will be enrolled in programming for 10 to 12 weeks.
Broadly, STAR Council pledges to provide evidence-based treatment methods, though the organization’s website does not specify which modalities in particular the center uses. Counseling is provided in individual and group settings: there are three 2.5-hour group sessions each week. The center also provides relapse prevention planning, discharge planning, parenting classes, and dedicated services for pregnant and parenting women. There’s an on-site urine drug analysis facility, with which clients are required to comply. And the center can provide referrals to other services when required.
In addition to sustained outpatient treatment, STAR Council offers a day-long substance abuse education course, for individuals who have identified a problem with their substance use but who do not yet require a full outpatient program.

FINANCING
STAR Council accepts Medicaid and most private insurance policies, as well as self-pay. A sliding fee scale is available for qualifying clients, and the Texas Department of State Health Services (TDSHS) will pay for treatment for clients who meet state financial eligibility criteria.
